Thats why he said they guaranteed there work since they know that they don’t know **** about rust removal. But yeah sanding down is the best way to get to solid metal.

Hammer away to find ’solid metal’? Only way to make sure there is sold metal is to sand/media blast the area. Tapping the area, as shown, is not going to get rid of what you intend to do…. Remove the rust. Also, patch was way too small. Rust is bigger than what you can see. I am sure the rust was also creeping under the area he was welding to.
